The Philippine Charity Sweepstakes Office
The Philippine Charity Sweepstakes Office (PCSO) is the principal government agency for raising and providing funds for health programs, medical assistance and services, and charities of national character.
The PCSO holds and conducts charity sweepstakes, races, and lotteries and engages in health and welfare-related investments, projects, and activities to provide for permanent and continuing sources of funds for its programs. It also undertakes other activities to enhance and expand such fund-generating operations as well as strengthen the agency’s fund-management capabilities.
The main products of the PCSO are the sweepstakes and the lottery games. The Sweepstakes game has steadily been evolving through the years to be able to confirm with the changing times, to keep the game interesting to all Sweepstakes enthusiasts, and to hopefully attract more clients, and to maintain a variety of Sweepstakes products readily available in the market. Various game types have been introduced and other game innovations are constantly being conceptualized, particularly of the traditional and scratch and match variety and the Small Town Lottery (STL).
HOW TO BECOME A LOTTO AGENT?
NATURAL PERSON (INDIVIDUAL APPLICANT)

JURIDICAL PERSON (CORPORATION)
- Bio-data of Officers and Directors
- Certified True Copy of S.E.C Registration, Articles of Incorporation, and By-Laws
- Secretary’s Certificate and/or Board Resolution duly authorizing person/s to transact with PCSO for purpose of the operating a Lotto outlet
- Three(3) latest ID pictures (2×2) of the authorized representative
- Proof of Identification (any two (2) valid ID)
- Latest and Original NBI Clearance
- Latest Audited Financial Statement
- Income Tax Return (ITR) for the immediately preceding year
- Sketch/Location Map of the proposed site showing location/s of existing Lotto outlet/s in the area

Distance Restriction from the Proposed Lotto Outlet
- 200 meters away from existing Lotto Outlet/s – Provinces
- 100 meters away from existing Lotto Outlet/s – NCR
- 100 meters away from Elementary and/or Secondary Schools
Lotto Booth Requirements
- The floor space is at least 2m x 2m. Business counters measuring at least 36” x 24”.
- Dry floor space with proper ventilation.
- With at least one (1) wireless or fixed landline telephone facility for hotline operation use.
- For security reasons, all Lotto outlets should be enclosed and must be facing the direction of human traffic/entry. Frontage must face the main hallway/corridor or to the direction of major traffic flow.
- Outlets located within a commercial building or complexes, with 24-hour security, Lotto booths need not be enclosed.
Lotto Application Procedure/s
- Submit duly accomplished Lotto Application Form set and COMPLETE DOCUMENTARY REQUIREMENTS to PCSO.
- For outlets within Metro Manila at the PCSO Main Office Technical Evaluation & Monitoring Division.
- For outlets outside Metro Manila at the PCSO Branch Office covering the location
- Pay the application fee of ₱2,500.00 to the PCSO Treasury Department (Main Office) or Cashier (Branch Office)
- Within 30 days from notice of approval:
- Pay the Installation fee of ₱10,000.00 to the PCSO Treasury Department (Main Office) or Cashier (Branch Office).
- Post a Cash Bond of ₱300,000.00. In lieu of a cash bond, Surety Bond to cover the amount of ₱700,000.00 can be submitted.
- Operate the outlet.
